Raised in Shelburne, and an honors graduate of Wellesley College and American University’s Washington College of Law, Ms. Lynn is a founder of LLB&M and its managing partner.   Ms. Lynn counsels educational institutions on the legal requirements regarding student rights under Vermont’s Public Accommodations Act, Federal Title IX, the Individuals with Disabilities Education Act, and other civil rights statutes.  She also conducts Title IX investigations and hearings at the college and university level.

A regular presenter to Vermont school teachers and administrators, Ms. Lynn provides in-depth seminars on topics such as Vermont’s Harassment, Hazing and Bullying statutes, Title IX Sexual Harassment, Section 504 of the Rehabilitation Act, and the Individuals with Disabilities Education Act, as well as supervison and discipline and due process rights for students.
Publications
Ms. Lynn authored the Vermont School Boards Insurance Trust’s (VSBIT) K-12 Harassment, Hazing and Bullying (HHB) and Title IX Sexual Harassment “Toolkits” used by administrators state-wide. She also served as legal advisor to the Vermont School Board’s Association’s in the development of its 2020 Model Policy for the Prevention of Sexual Harassment Prohibited by Title IX.

About Ms. Lynn

Ms. Lynn provides counseling to Vermont’s public and private educational institutions on a wide range of issues including student disabilities, misconduct, and safe and legal access for students.  Ms. Lynn represents institutions in matters brought before Vermont’s Human Rights Commission, Vermont’s Agency of Education, U.S. Dept. of Education’s Office for Civil Rights, and state and federal courts.  Ms. Lynn frequently testifies before the Vermont Legislature on matters related to student discrimination, bullying and hazing and provides trainings to Vermont school administrators regarding their legal duties in these areas. Ms. Lynn conducts Title IX Investigations at the University level and provides training to individuals tasked with performing investigations under Title IX and Vermont’s harassment, hazing and bullying statutes in the K-12 context.
